I mean exactly what I mean: are "faith-based initiatives" as practiced by the Bush and now Obama Administrations, which are the paying of public moneys to religious organizations for "charitable work", consistent with small-government, classical liberal rhetoric?

Not only does it not jive with small-government rhetoric, but the idea of public funds going to religious institutions is unquestionable theocratic.
