What is a foreign policy roll exactly? Could we clarify that? And I would amend it to read "shall be presented to the Senate" rather than "put out."

And why not just have the SoEA present it to the Senate in the DoEA.

I don't think the DOEA counts as a part of the Senate nor is it truly necessary to present to the Senate.

As a compromise, we can put it as "shall present a foreign policy roll in the DoEA."
