They're both small parts of a larger country where a majority of people speak a minority language.

I've heard Puerto Rico called the "American Quebec". But as weird as it sounds, I feel like an equivalent people group to French Canadians would be African-Americans or Evangelical Christians. In terms of the influence of a numerical minority that has had a large impact on the larger country's overall history, politics and culture.

Thoughts?
There’s also those islands not controlled by Canada at al but by France.

The only similarity is that their political status could be described as a territory. Nunavut is a territory because it's a vast wasteland that can only realistically be governed from Ottawa. Puerto Rico is a territory because it is a colonial possession of the US, and has a much larger degree of autonomy.
PR also speaks a language also spoken elsewhere and is widely spoken worldwide across dozens of countries.
