Generally no, because it's not like people don't have the ability to respond to these regulations. If even outdoor dining is banned, it's far more likely people will dine together indoors in the privacy of homes.
There needs to be a give and take based on common sense even with the most extreme situations.
Of course anything that minimizes safety risks while keeping people employed is also a good thing.
