What I'm reading is that locals are upset at Larson because despite her running as a progressive she really hasn't accomplished much in her 8 years and has had a pretty lousy track record recently with a hyped botched housing development wasting tons of money, and doing little about rising crime and homelessness and an increase in homeless encampments.
Honestly seems fair from my observations there. Duluth definitely feels like its had a big increase in homeless and there seems to be very little revitalization efforts in areas immediately outside of downtown[the west end redevelopment of the so called Lincoln Park neighborhood is an exception.]

Oddly, according to the article linked above reinert swept the west side
Not really odd its mostly older residential neighborhoods over there. The redevelopment im talking about mostly focused on old warehouses area that was rather sketchy in the past and now is a hip area full of craft breweries. There is a complete rebuilding of a freeway overpasses going on in the same area, so I'm not sure its residentially desirable for the hip crowd just yet with the constant sound of jackhammers.
