NJ is much more urban than most give it credit for - the GOP would really have to break through in urban areas, especially urban non-whites, perhaps not enough to win these places but enough to half the Dem vote net or so.
This is basically what happened in 2021 Gov except it was the consequence of low Dem turnout in these urban areas rather than the GOP making any sustainable gains.
Ocean County also needs to keep being pulled right and South Jersey counties actual GOP vote nets.
