Lean No. Victimless Crimes should be decriminalized or legalized, other crime should not. In fact some crimes (fraud, rape) need to be punished more harshly than currently.

The way that the question was phrased here wasn't the emphasis I wanted.  "Circumstances" really makes it seem like the context around the specific crimes instead of the aggregate/summation of all crimes.  hmmm
