No idea, but a slight correction: Radovan Karadžić was president of the Republika Srpska, which is the Serb-majority region of Bosnia & Herzegovina. So he was commander-in-chief of an army trying to secede those regions because Bosnia & Herzegovina was seceding from Yugoslavia, and he was infamous and a fugitive because of this army's war crimes. He was found as a bearded spiritual healer in Belgrade. He was certainly no hermit – talked to lots of people under that big beard. He'd even been interviewed by the police in Vienna as they were investigating a murder committed by an acquaintance.
