Its a problematic idea; There are ways to fix it.
I would suggest that laws are allowed permenantly onto the statute book if passed by a two-thirds majority in the first place. If there came a need to repeal these laws, this could be done in the usual fashion.
e.g. I'm pretty sure we can all agree that murder should be against the law - there's no need to repass it every ten years.
Also, there is a hell of a lot in the US Code that is simply points of administration that really doesn't need to get repassed every ten years. There's a lot on the statute books that needs to be there; Clogging up debate time every ten years with it is worthless.
