The obvious answer is John Sarbanes, scion of the Sarbanes dynasty and Representative from the 3rd District, which sent his father Paul, Barbara Mikulski, and Cardin himself to the Senate. Maybe Jamie Raskin, who represents the 8th District once held by now-Senator Chris Van Hollen, could have an outside chance with his growing national profile, but he's probably a bit too progressive for a Democratic primary electorate in the state.
