This is a decent bill to start. What is the intent of this legislation?

This makes region packing more difficult so that candidates can't bus in voters from other regions to bolster their campaigns.

Honestly, you should just live where you live irl. I don't understand why people want to strategically register. It's pathetic.

When I joined this wasn't possible as England wasn't available- and it still feels stupid to move after being in the Northeast for so long.

Its more an accident of the wording switch. So it could be restored by giving an explicit exception for new players as such.

I'm happy with this but would rather not draft the wording- I know my own strengths and election regulations here are not one of them!

How about something like, "Newly registered players shall be able to make one move within the first week of registration" or something along those lines?

I think this seems fair- I get the sense that with the expansion of the regions to beyond the US we've had people register without knowing what region they would be in & I think it's fair to give new players a chance.

I agree. I think a little leeway is fairer to new players.

Seems to me we should wait for the new Constitution; if it passes, we can table this or vote it down.
