Second, LIEUTENANT GOVERNOR of the NORTHEAST

Winston 1 (appears to be invalid -- did not declare as a write-in candidate; vote flows to Fezzy)

FezzyFestoon 16
EarlyAW (write-in) 1

With 94.1% of the vote (16) , FezzyFestoon is duly elected Lieutenant Governor of the Northeast.

Winston did declare that he would accept write-ins for Governor and Lt. Governor:

I guess the CJO stopped doing his thing.  Perhaps the Governor or Lt. Governor can do the CJO's thing instead.   I need to update the Wiki to show who won the Assembly.

I contacted the CJO a day or two ago - perhaps he has been busy. I'd say give it some time.

RowanBrandon is duly elected Governor of the Northeast.

Does this count as a certification?

Not of the Assembly results, which is what's at issue.

What is going in the Northeast these days? The Northeast Assembly has fallen to the third page and hasn't been updated in six days. Also an officer of the Northeast needs to introduce ratification of the Intra Regional Mobility Amendment which has passed the Senate.

Well, we were supposed to have a new Assembly installed on Tuesday.  We didn't - and there's no reason for the old Assembly to be doing anything right now.

(Red portions added to original post on edit.)

I can post the math shortly, but after a few initial rounds, a few things are apparent.

First, with 54 registered voters, we are filling (54/6) = 9 seats. With 19 total voters, the quota will be [19/(9+1)]+1 = 2.9 -> 3.

ROUND 1
AndrewCT (DA) 9 *elected
Winston Disraeli (AWP) 2
hantheguitarman (POP) 2
redcommander (POP)  1
electoraljew2 (POP)  1
justw353 (DA)  1
FallenMorgan (ind) 1
EarlAW (write-in) 1
WilliamSargent (write-in) 1

AndrewCT is deemed elected on the first round; the transfer value of his votes are thus 0.667.

The only other candidates* receiving votes, at any level of preference, are:
DC cutie (1 second pref; 1 sixth pref; 1 eigth pref)
JJ (1 fifth pref)

It is the opinion of the CJO that neither of these two candidates will exceed the existing threshold of 1 vote (sigh). As such, the following nine candidates are elected:

AndrewCT (DA)
Winston Disraeli (AWP)
hantheguitarman (POP)
redcommander (POP)
electoraljew2 (POP)
justw353 (DA)
FallenMorgan (ind)
EarlAW (write-in)
WilliamSargent (write-in)

*It is worth noting that cinyc cast write-in votes for a number of candidates. However, because he voted "4" twice (and did not vote "3"), the CJO cannot precisely determine voter intent and can only count his vote through the second preference.

Whoops!  I could have sworn I proofread my vote.

The Registrar reported that there were only 50 registered voters as of 12:00 midnight on the Friday of the election.  See the Census thread.  Shouldn't we have 8 seats?

Well then. I guess I'm just plain bad at this.  Squinting

If we're electing 8, then I would presume the odd man out will be EarlAW, who had absolutely no preferences beyond his own. IIRC, all the other candidates had transfers. I'll double check when I get in to work tomorrow.

I don't think Earl was actually a valid voter - (post requirement.)

EarlAW voted in the federal election and Franzl didn't deem his vote invalid for federal purposes.
