Actually, I did not quite envision the "authorizations" bills being a separate thing but I am fine with going this route as a way of modifying legislation if the administration so desires etc. I would also note that such does not substitute for the budget proposal due in April, that functions as the appropriations. It was actually there where I anticipated the "selection of priorities" by the administration to occur.

1. Fiscal Year: Fiscal Year shall be a twelve month period from October 1st until September 30th of the next calendar year.

2. Budget: A piece of legislation that shall be passed each year by October 1st, for the fiscal year commencing that date, functioning as an omnibus appropriations bill.
 
3. Authorizations: Any spending that is mentioned or included in laws other than the budget
