I think it's safe to assume that he's running for president.

He might have a better chance at winning the GOP nomination for President than at win winning "back" the Senate seat that he lost in Pennsylvania. He could imaginably win what remains of the GOP Right in the Northeast and lots of delegates. Even in his loss in Pennsylvania in 2006 he surely won the majority of republican votes.

Not really. And I doubt the NH will have much affinity for him either. He has to go to IA or SC to make his stand.
