Moore's been consistently losing GOP primaries for higher offices, such as Governor. His Senate primary victory was more likely a fluke than any indication of future performances.
Moore's victory also came against a candidate who was plagued by suspicions of corruption. He's the kind of gadfly who runs for everything and doesn't get off the ground. The time he managed to secure a nomination he went on to show everyone why he doesn't belong in the limelight. He probably runs, but I doubt he gets nominated.
