“Elasticity/inelasticity” are hilariously overused terms that need to be killed with fire.

No need to kill them, just use them correctly. Political elasticity is basically a measure of how many truly swing voters are in a jurisdiction. One appropriate measure is to look at the number of ticket spitters in an election. Another is to compare the vote deviation from the PVI over time, where higher average deviations reflect greater elasticity.
