Yeah it's weird, I noticed this too once. Neighboring Chesapeake for instance has had a bunch more votes each election than Norfolk for at least the past 2 decades, even though it's had a smaller population up until maybe the past year or so. Some military voters not being registered here might be a part of this but I don't think it explains it completely.
Norfolk pop: 245k. 2020 voters: 90k. military pop: 16% VA Beach pop: 450k. 2020 voters: 228k. military pop: 9%
