1 - Yes, in spite of odd wording.
2 - No, I'd rather not have the Governor have so much power over nominee selection. not sure about this one though.
3 - No, don't tie the legislature's hands on revenue.
4 - Yes, though I wonder about why "as may be amended" was deleted.
