Beckel – Obamas’ end of term will have fewer food stamp recipients

I think Beckel just means that 4 years from now the economy and employment will have recovered enough so that there are fewer people who are poor enough to qualify for food stamps.  That seems likely enough, but there's no way to know for sure at this point.
