Back then, the idea was strongly supported in the south and strongly opposed in the north (Governor Milton Latham, a prominent proponent, freely admitted that it would have failed in a statewide vote). Now, I'm sure that it would do far better in the north than in the south (water rights and such). It's an interesting topic to speculate on.
