I once encountered a Montenegrin customs officer called "Sandra".

Sandra is a pretty common name in the Balkans, surprised to hear it's weird in the West

It's not weird... it's very "common". It's like almost "Karen"-esque.

Yes, was once one of the commonest girls names in Scotland especially.
