Euh, France doesn't allows to beat children, it allows low stuffs, like 'claque' (slap), and 'féssée' (spanking), that's all. I would think it's better not to use it, but a law? Dunno.

Though there has been a debate lately to ban these, the stuff was especially on féssée, well dunno at which point is the debate about it now, nothing passed so far though, it was a proposal from a UMP member.

If wikipedia is believed, no European countries really allow it in schools. This is what is said about France:

Yes, and I checked this out to see if it was what I reminded, and it was that, the teacher has been prosecuted in justice for this, then it's not allowed, and the 'rectorat' (the local administration for education) clearly condemn and blamed such things. But, also, and it was what I reminded, the tone of the debate was rather 'ok, it's condemnable, and has to be condemn, but it can happen and this shouldn't be treated and judged harshly', and this as much from teacher unions than from parents organizations, the biggest one, FCPE, leftist, insisting on the fact that instead on focusing on an harsh punishment for the teacher, we should promote dialog in this affair.

That would be my position I think, I would officially condemn the practice in order to make people know the law of the society disagrees with it, but not focusing on the punishment of those who would do that in the application of justice. Justice being here to see when there are bigger abuses that have to be treated more severely.

Research has mostly shown spanking to be ineffective.

So? Like I said, it works for some and doesn't on others. It didn't work for me when I was, but I know other cases where it has. Of course the punishment is stupid, but why take away the right? Not to mention that illegalizing it in the home is ultimately unenforcable and thus pointless.

The point wouldn't really be that 'it works'. It would be the impact on the child, several (not to say most of I'd guess) pediatricians would say it's better without it for the child. Because, if you're only interested in the fact that it works, then terrifying people and making them suffer often work to make them obey. Ok, spanking isn't torture, but still, pediatricians would say it's better without, it gets children used to violence, and some even say it could provoke an excitation about it, it gets them used to accept violence and to give it, even if to some lesser extents than other practices. Then, maybe it's better to try to do without, and laws can say they ban it in order to give the message of it, without trying to enforce it by any means, and focusing on most severe beatings. Things can also be subtle.
