I think it's significantly funnier if you're from the Pacific Northwest. It really captures the spirit so well.

Oh, hell, you can find people like that in Austin, Raleigh, the SF Bay area, pretty much anywhere that the SWPL sort of White People reside in large numbers.

Sure, to an extent. I think the concentration is higher here than almost anywhere else though. And I doubt the local bits are as amusing (the ongoing Seattle-Portland rivalry, for example).
