Easily Kennedy, Nixon's policies weren't substantially different from Kennedy's in many aspects, but he was more hawkish and also a scumbag.

Kennedy nearly brought about nuclear warfare to impose American hegemony over Cuba.

And if Nixon was President, there may very well have been a nuclear war between the US and Cuba.
