MD-01 covers the Eastern shore and is essentially a GOP pack, but in 2022, the Democratic controlled Maryland legislature might try to gerry it as well by adding either Annapolis or Baltimore.
No, it is needed for the AA VRA seat and also it's needed to keep Hoyer's seat as both heavily Democratic and white, to prevent him losing a primary or a GE, it's far likelier that MD-01 crosses a bridge to take in Annapolis, but a likely third AA seat makes that quite difficult.
