A lot of the pre-Civil War presidents (especially pre-1845) had very impressive resumes, but Monroe is my go-to for this question:

Secretary of State
Secretary of War
Governor of Virginia
U.S. Senator
Ambassador to Britain
Ambassador to France
Member of the Confederate Congress
Revolutionary War colonel
