999 is certainly catchy. I imagine that a lot of the people who like it think that it will cut their taxes by soaking the poors. I suspect that people think the sales tax is in place of current sales taxes, being that Cain talks about how his system "throws out" the current system and replaces it. This is why Romney pushed on the whole additive nature of the sales tax.
The question is: will facts about the true nature of the plan actually sink in to the tea partiers who have been trained to distrust all information from the so called 'mainstream'. As Colbert says "facts have a liberal bias"
