Agree. Would be interesting to see a former prez in a lower office. But was Bill even a citizen of AR at the time? To the best of my knowledge, he was briefly considered Hillary's appointed successor in NY in 2009.
There's really no such thing as being a "citizen" of a state. He would just have to be an "inhabitant" of the state at the time of the election. He could pretty easily move to Arkansas before the election.
It's the same reason Rocky de la Fuente could run for Senate in nine different states. If he won one of the primaries, he could just move to that state before the general election.
