No. And in fact it shouldn't be allowed until you are 18. (maybe 17 for a practice license; or a small exception for small motorbikes)
To those who say "no", how else do you propose that 14 and 15 year olds travel?
1: By bus
2: Ask their parents to carry them around
3: Taking a taxi (only in special occasions, taxis are expensive after all)
4: Walking/Bike
As a 15-16 year old I don't remember having much trouble with transportation or any need for a car. The bus was all I needed tbh. Even in a rural area, how often do you actually need to leave town? (which since it's a rural area, it will be a small walkable town I assume). For school there will be a bus.
maybe in Europe but in America our culture is definitely much more car dependent.
