It#s not actually, AFAIK. However, the chance that governors will pass a non-perfectly balanced maps when balanced ones are available is very slight.

Well, then we definitely need an equal votes amendment.
The rules mandate "no more than three more than the minimum difference", the minimum difference being either 1 (as currently) or 0 depending on Census Figures.

If the census is supposedly taken on the first Friday in November (November 2nd), and Friz moved to Oregon on November 9th, then he should still be counted in New York. In that case, my District 5 only has 11 voters. Though, as Lewis said, 12 voters is still legally acceptable.

I'm not sure whether we would count Friz as in Oregon or not, given that the Census did not take place on November 2 (and actually still hasn't taken place).
The Census will have taken place on November 2, as law dictates. There is merely an unfortunate delay in publication of official figures, but that will be remedied once a new SoFA has been sworn in.

It might save you guys work if you added a numbering scheme with your proposals, so you don't have to separately vote on that as well. Just a suggestion, mind. Smiley

Note one: As you need a two-thirds majority, ie four votes, and the tallies stand at 2-1-2, Ilikeverin's vote doesn't matter at this point.

Note two: The SoFA has grave doubts about the constitutionality of map C. The constitutional text states "there can be no more than one State dividing the States in one district". While any random two States of the same district in map C are divided by only one State, the whole districts are divided by many more States than one. Whether or not the map is constitutional would probably end up being determined in court.

Besides, the reason we have districts instead of just two regional Senators is because one region might end up having a lot fewer people than another--the same reason the real U.S. has the Senate and the House. District maps should make sure they all have equal or nearly equal populations--not waste time on making sure they're "unique" and "not like the regions."
This is sort of besides the point, but basing them on the "Census" (ie, the number of people who voted in the presidential election... and at the same time, the regional senator elections) rather defeats that point. The Northeast currently has about twice the population of the Southeast and Midwest.
