And, no, I don't think it's intentional on his part.
The bushes' concentric circle pattern representing breasts and thereby suggesting fertility and a dawn of new life, perhaps? The skyscrapers aren't particularly phallic (or at least any moreso than all skyscrapers are by definition). The fountains as ejaculation? No, that's really pushing it.

Depending on how you look at the sidewalk, I could see either a penis and two testicles or a uterus.
I didn't think about a breast/ejaculation angle.
