It's not a gaffe; the VP is technically above the cabinet in the org chart

The role of the VP is really up to the president. Since atleast 2000 the role of the VP has been to be a sort of chief advisor/head of cabinet position. If Biden wanted to he could give Harris a ticket to Honolulu for the year and ignore her entirely, but I doubt most Americans would like that
