DC or Chicago. Location-wise, if you want as many Americans as possible to be able to travel to the actual Olympics, these two are the best options. Chicago probably could use it more, provided they want it. SF has techno elitism now, middle class families will be priced out of the Bay Area by 2024. No thanks.
