Dover is in the Seacoast, which is a pretty progressive area. It's near Portsmouth which is a trendy touristy type of place. Despite being a bit working class and post-industrial, Dover has really revitalized itself and does have a relatively highly educated population plus some wealthier areas by the water. And it's right next to Durham, where the University of New Hampshire is located, so a decent number of UNH students and faculty live there (that's also why nearby rural towns like Madbury and Lee are blue).
