I'd have said Jerry Ford, but he and Kissinger gave Suharto moral support in his genocide in East Timor. Therefore, Carter.

Didn't Kissinger convince Ford to keep bombing laos/cambodia to sorta show American dominance wasn't broken?

Carter also began the funding of rebels in Afghanistan that would lead to the Taliban dominance over that country. Still, that seems to be his main sin as far as things go.

No; Kissinger convinced Nixon to keep bombing Laos and Cambodia (and oh yeah, North Vietmanese Hospitals). It was too late for that by the time Ford became president.

Carter also gave support to the Khmer Rouge due to its position in the Sino-Soviet split (that is, after the Vietnamese had invaded Cambodia and installed their own Communist state). A fact which is often forgotten...(though admittely wasn't very significant in the greater schemes of things). Along with his support for Somoza and the Shah I guess he is out.

Or rather what Libertas said is rather correct on this occasion.
