I will VETO this. I have spoken to Brother Jonathan and I share his conclusions.

The Vehicle Mile Tax raises money and fights climate change, so it is well intentioned, but the tax is byzantine and complex. Lincoln doesn't need any more of that, aren't we trying to simplify the tax code? Are citizens expected to submit some sort of annual report on how much they have driven? How do we determine when the car has had three or more people? Is it paid every time you drive, so we just charge with every outing? How would that work? This is immensely complicated? Rework it or strike it.

Otherwise I am in favor, but would prefer just to reduce these tolls. Don't like that.
