I'll go with a random House member or a former Governor not currently holding office. My guess would be that such a candidate would really be running for Vice-President or a cabinet job. Such a person might hope lightning would strike and they would capture the national imagination. But failing that, angling for a number two post or a higher profile job in a GOP administration has a certain logic to it.
