So, shouldn't the Civil Rights Act do that. From what you said, this pretty much means that the purpose of this bill is ruined.

My amendment will do just that and give the people in these communities of color, a fair shot at life.
The point of the bill is to end affirmative action, not to have a loophole affirmative action and what about Asian people, should they have a "fair shot". Not all Asian Americans are rich and many are immigrants, wanting a better future for their future.

I'm pretty sure Asians fall under the label of "minority groups."
But still, my point remains about the bill having a loophole by the fact that
 Lincoln is hereby banned from using race as the sole factor in admissions.
and your amendment includes minority groups, which contradicts the race as the sole factor.
