This simple bill will reinstate the Lincoln Affirmative Action ban. Affirmative action interferes with equality under the law and is therefore not sound policy. We should oppose discrimination in all of its forms, whether it is against a minority or a majority group. I urge passage.

Here's an amendment idea

End of Affirmative Action Again Act
1. L.C. 6:15 is repealed, effective immediately
2. L.C 2:18 is reinstated, effective immediately with the following provisions:

End of Public Affirmative Action in Lincoln

I. Any Publicly funded college or university in the region of Lincoln is hereby banned from using race as a the sole factor in admissions in any form whatsoever.
II. Failure to abide by this law shall result a fine not exceeding $25000 $2500 for any individuals or universities involved in racial discrimination in college admissions. If the university as a whole is involved the judgement and fine will be determined by the courts. The money in this fine from the university will be deducted from the next year's budget.
III: A publicly funded university shall be defined as one where at least 20% of funding for the university comes from the government.
IV. Private Universities shall not be affected by this law.

3. No part of this law shall be considered severable from any other part
4. This law shall take effect beginning in the 2022-23 school year

I would prefer the straight repeal proposed in the OP, which does have the votes to pass and override if opinions do not change from the tabling vote. That being said if others who voted not to table prefer your version I'll support it.

I would also prefer the straight repeal, but if the Governor is more willing to sign the amended version (as we are all aware that they have indicated the straight repeal would be vetoed) then I would be willing to support this amended version.

Ummmm no it doesn't, it's just ensuring that discrimination against minority groups doesn't occur, like which had been commonplace before the Civil Rights Act, and still occurs today in many ways.

I mean kind of, but there's loopholes in it, the fight for racial equality was never meant to end with the Civil Rights Act. When Dr. King and others marched in the streets, they marched for a nation where we could truly achieve racial equality, the Civil Rights Act was just the first step in this. Then we needed busing and other forms of integration to enforce it, and despite that we still have heavily segregated schools. Policies like redlining have disproportionately hurt communities of color, and we need to do more to lift these communities up and help them get a fair shot at life. My amendment will do just that and give the people in these communities of color, a fair shot at life.

"the sole factor" means that you can't just deny admission to someone because of race, it doesn't mean that you can't consider race at all.
