Amendment to Strike Sec. 1, this is ridiculous my bills aren't even given a fair chance anymore, if this was someone elses bill it would have been passed.

I think the bill as it stands now, giving money to cancer in honor of our Fmr. VP is a good idea.  However, I would support an amendment to make it go directly to a David Yates Brain Cancer Fund

I have decided to withdraw the bill for a few reasons:

1.) As pointed out by SPC, the bill calls for tax increases rather than the original balance of breaks and raises that the bill originally contained.

2.) It appears that many senators are against including David Yates name in the bill, which is what was making me accept the tax increase

3.) I am worried that Porce will try to turn this into a debate on funding for embroynic stem cell research and sidetrack the senate.

For the first time, I'm disappointed about the withdrawal of one of your bills from the Senate floor.

Well, I felt I had to do it mostly because of the fact Porce was making a mockery out of it by trying to increase stem cell funding, something if he wants it will have to wait.  Also, I was disappointed we were not honoring Yates, however, if anyone wishes to draft a new bill honoring Yates that is perhaps more thought out, I would support and/or co-sponsor it

Again, I withdraw this bill and unless someone can find a law that says I cannot withdraw it (and I read the OSPR and cannot find any specific rules on it other than I have the right to withdraw), I will challenge it in court.

I wish to propose an amendment to Section 3 of this legislation:

3. The sum of $1 is authorized to be appropriated to the Fund each fiscal year and $1 is appropriated to the Fund for fiscal year 2008.

Since Sam is not yet eligible to become a senator, I will sponsor this amendment

Read the OSPR, there is no limit to when I can withdraw a bill.  I will no longer be petitioning the court at this time, however, if the bill passes I will challenge it in court as not valid.  I ask Ebowed to note that I withdrawed this bill and nowhere in the OSPR does it permit responsorship.

Not if someone else takes over sponsorship.

I'm sorry, this rule exists nowhere and I withdrew the bill so as far as the law (and possibly the courts eventually) are concerned, this bill no longer exists so I don't why we are wasting time on it.  If you would like to increase embryonic stem cell reserach funding, wait your turn in line

When a senator leaves the senate, someone else can cosponsor their legislation without it going to the back of the line.  Why would this be any different?

Because they didn't withdraw the legislation.  You can pick up sponsorship if sponsor is no longer available, but if the sponsor withdraws the bill then it is withdrew.  Totally different idea and totally different precendent.

You can pick up sponsorship if sponsor is no longer available, but if the sponsor withdraws the bill then it is withdrew

I believe it was demonstrated that the withdrawal of bills which have been seriously amended from their original form was not demonstrated as an established precedent.  It's all a very gray area and since there was interest in retaining the bill on the floor, I saw no reason why someone else could not take over sponsorship.

Basically your idea is that if one person said they wanted to keep a bill on the floor that was suppose to liberalize sex laws and now give free hot dogs to kids in Idaho, this would be acceptable?  Withdraw the bill
