I voted maybe.

 Right now, no, he won't become President. But in 2008, if a republican wins, he might be able to get a Cabinet position, and prove himself better than his brother.

 Who knows what the future holds for him, but right now I say nope.

I honestly think that Jeb could have become Senator in 2006. At the worst, I think he would have kept Nelson to a  51-49 race.
