I think they referring to a filibuster, even though it's null and void and not participating in the roll call vote, that's their means of blockage

But, again, they could of tied up Senate during confirmation of Garland

They're not in position to block the nominee, and their news of coming out for the nominee is confirmation Susan Collins is gonna stick with the GOP and win confirmation of the nominee, whoever it is.
