Big Bird isn't meant to appeal to normal adults; kids under 13 shouldn't be on twitter (because of TOS and if you're a good parent).  So who does that leave?

You have to be kidding me... somehow a child's show being on twitter means pedophiles are involved? Is Peppa Pig's twitter: https://twitter.com/peppapig (or any thing that falls in this category) a dogwhistle for pedophilia?

There are plenty of parents who give their kids under 13 limited access to Twitter (or they can have "shared accounts" for cartoons/kids shows); regardless if you think this is inappropriate,  the existence of these accounts is just an obvious low-cost thing to increase marketing and publicity.
