How is that pandering? Was she supposed to lie and pretend she never smoked marijuana just to not come across as pandering? They asked her a question and she replied to it.

I haven't seen such a painfully misguided attempt to pander to young people since Hillary asked voters to "Pokemon go to the polls."  Also, it's pretty gross that Harris spent her career prosecuting people for something she did herself only to suddenly start bragging about violating federal law in a sad attempt to gain political points.

The journalist asked her. It's not like she started to talk about how much she enjoyed weed out of nowhere.

I feel like I should mention this, but her doing this is fundamentally impossible:

Even if you account for law school, she graduated in 1989.

Or maybe she just mixed two memories together? I'm not old enough yet but I would have a hard time figuring if a particular album dropped when I was 24 or 28 when I will be 50-something.

If Harris had just said she smoked marijuana in college you could consider this a non-issue.

Instead she invented the story about the rappers as well and described the experience as "joy", which means she embellished it to sound more cool, and shows her to be a hypocrite later in regards to marijuana. So no it's not a non-issue. If a Republican candidate in 2016 claimed to listen to some "cool" music in college that wasn't out yet when they were in college they'd be mercilessly mocked for it, and rightfully so.

Or she just mixed up two memories that happened 25-30 years ago? Big deal.
