SECTION I: NAME
a. This act shall be referred to as Rioters Are Stupid Act or R.A.S.A

SECTION II: Abolish Rioting
1. A person who, being in another Region, travels to another Region for the purpose of participating in a riot, incitement of a riot, unlawful assembly, or mob intimidation shall be guilty of a felony punishable by imprisonment for no more than (6) months and a fine of not more than $10,000. A person arrested for a violation of this paragraph shall be held in custody until brought before a federal court for a bail hearing. At such hearing the court shall determine if permitting bail presents a probable risk of future rioting or civil disturbance.

2. This law shall go into effect immediately.
Amendment, since I read this as possibly including traveling to assemblies legal at the time and then should they be declared unlawful on a whim the participant from another region may have federal charges against them despite no malicious intent.

How would this occur exactly? Is the concern that a local authority may abuse this statute by arbitarily declaring an assembly unlawful after the fact? Would that itself even be legal?

There's been cases before of a previously lawful assembly being declared unlawful while it's still in progress, I can probably find some examples if you want.
