What is the district in SW PA that went for Bush?

Almost certain that district is PA-18.  The district was gerrymandered by Republicans to get rid of Doug Walgren(who finally lost to Santorum in 1990).
You would be correct.

Did Dukakis get 40% in the Salt Lake City district?
Not sure. Unfortunately my source only rounds to the nearest percentage point and doesn't include 3rd parties.

UT-02
Bush: 125,619 (58%)
Dukakis: 86,242 (40%)
