Yes it is.

Tolerate:
1. to allow the existence, presence, practice, or act of without prohibition or hindrance; permit. 
2. to endure without repugnance; put up with: I can tolerate laziness, but not incompetence. 

Support:
6. to uphold (a person, cause, policy, etc.) by aid, countenance, one's vote, etc.; back; second. 
7. to maintain or advocate (a theory, principle, etc.).

For example, I would, under certain political conditions tolerate 'private' property, but I would never support it.
