yes, in a sense it is welfare.  BUT at least you have to work to receive it.

Yes, philip, it is welfare, which is what is so good about it.  Alas, they have to work to get it, which is a bad thing, Mitty.  

As for the GOP concern about creating a 'class of non-taxpayers that will vote itself benefits' - what other possible outcome could there be in combining capitalism and democracy, philip?
