For 3, are their any significant risks of contamination that caused this to be passed in the first place?

Also, I really don't understand the point of 4 (though I suppose it makes it easier for people my age to juul until 2025, by which point they'd be able to do so legally anyway).

Finally, part 20 brings up something I was kind of struggling with regarding the FHTAGN act: doesn't state law overrule federally-set rules in national parks?
