Consider this:

This ballot right here for MN-Sen 2008 was rejected as an overvote.

In this case, it is 100% obvious that they wanted to vote for Franken.

In the case of this, it is not clear how the voter intended, yet they count the vote?

Does MN use an intent standard, though? Because it appears VA does.
